IT professionals get multiple job offers and double-digit pay increases as demand surges
Demand for IT skills has increased as businesses begin to re-invest in IT and professionals with particular IT skills are receiving multiple job offers and double-digit pay increases if they switch employers.
In May this year, job vacancies for IT professionals were 28% higher than in May 2010. This compares to a 13% increase in job vacancies for the whole economy.
There were 90,416 new IT jobs advertised on job boards in May 2011, compared to 70,912 in May 2010, according to research from Staffing Industry Analysts and Innovantage, commissioned by the Association of Professional Staffing Companies (Apsco).
Financial services, retail and the media are seeing the strongest growth, according to the research.
In the finance sector, regulations like Solvency II are driving demand for IT skills as companies attempt to meet them. There is also a drive to speed-up trading in finance firms, which is increasing demand for skills associated with high-speed networks and complex event processing software.
Retailers are investing in e-commerce while media companies are spending on websites.
Ann Swain, CEO at Apsco, said businesses are investing in technology after reining in spending during the recession. "IT is seen as key to boosting competitive advantage, so IT directors are increasingly keen to push the button on projects, which will deliver significant productivity gains. Candidates with cloud computing experience, for example, are in high demand."
"We are seeing a significant increase in demand for IT professionals, with skills shortages in some areas now becoming widespread. Candidates with niche, in-demand skills are receiving multiple job offers and double-digit pay increases for switching roles are now commonplace," Ann Swain said.
John Nurthen of Staffing Industry Analysts says some employers are struggling to find the skills they need. He said some IT roles are now taking six months or more to fill.

Jeddah one of world’s cheapest cities

JEDDAH: Jeddah has been ranked as one of the top 10 cheapest cities in the world, according to the Worldwide Cost of Living (2011) survey conducted by the Economist Intelligence Unit (EIU). Karachi was the cheapest, while Tokyo was the most expensive. Jeddah came 128th.
Cities in the Middle East and North Africa make up the bulk of the cheapest locations, said the report.
According to the survey, Jeddah is, however, comparatively expensive to cities such as Tehran (130), Tunis (132), New Delhi (129) and Mumbai (131). The Sri Lankan capital Colombo, ranked 114, is among the top 20 cheapest locations.
Commenting on the survey results, Jarmo T. Kotilaine, chief economist at the National Commercial Bank, said: "The EIU's findings about Jeddah highlight the relative cost competitiveness of the Middle East in general as compared to more established business hubs in the West and in Asia. The low cost constitutes as important potential comparative advantages for the region as it seeks to attract more foreign direct investment. Jeddah's competitiveness is further boosted by its strategic location and access to a number of foreign markets through its international port and airport."
He said it must be remembered, however, that cheap does not automatically mean competitive. As the compilers of the index point out, low costs are typically associated with weakened currencies, low levels of development and, in some cases, price controls and subsidies on staple goods.
All of these factors either are or have been present in Jeddah in varying degrees. The most important among these challenges is the level of development. In the case of Jeddah, progress in terms of enhancing the city's standing in the eyes of investors will have to involve substantial additional investments in infrastructure at all levels, he said.
Similarly, the Saudi housing market in general is suffering from substantial shortages that translates into fragmentation, capacity constraints and higher costs. This may significantly limit the ability of business to capitalize on Jeddah's cost advantages. While Jeddah's potential advantages are real, more investment is required to properly capitalize on them, Kotilaine said.
Mohammad Ilays Khan, a Pakistani national who has lived in Jeddah for the last 24 years, agrees with the EIU ranking. He said Jeddah is no doubt cheaper to live in compared to other cities.
"Even when I go to Pakistan on vacation, I feel the pinch of high prices there. Things are very expensive there if you compare them with the Pakistani rupees," he added.
Khan, who works for a local foodstuff company, said food is very cheap in Saudi Arabia. Rents are lower than in some other cities in the region such as Dubai and Doha, he said.
"Anybody earning SR3,000 can live comfortably in Jeddah without much saving," he said.
Abdullah Khatib, an Indian who has been in Saudi Arabia since 1981, said thanks to the Saudi government’s efforts in controlling prices, prices of various commodities are quite affordable to both high and low salaried people in the Kingdom. "We talk about only high gold prices here but that depends on the international market and nothing to do with local government interference," he said.
Khatib said inflation in Saudi Arabia, currently running at 4.7 percent, is much lower than in India.
The most expensive city is Tokyo, with Singapore ranking at No. 10. Most other expensive cities in the top 10 have a familiar European flavor. They include Oslo, Paris, Zurich, Frankfurt and Geneva.
On the back of economic recovery, the UAE is expected to become a costlier place to live in, as per the findings of EIU.
Worldwide Cost of Living is a biannual EIU survey that compares over 400 individual prices across 160 products and services in 140 cities in 93 countries. More than 50,000 individual prices are collected in each survey round, carried out twice a year in March and September, and the results published in June and December. EIU researchers survey a range of stores: supermarkets, mid-priced stores and higher-priced specialty outlets. Prices reflect costs for more than 160 items — from food, toiletries and clothing to domestic help, transport and utility bills in each city.

Abu Dhabi cuts expat jobs to trim costs

ABU DHABI: Wealthy Gulf Arab emirate Abu Dhabi has laid off large numbers of foreign workers as it looks to lower costs and promote jobs for citizens, several people familiar with the matter said.Hundreds more expatriate jobs could be on the line in the near future at Abu Dhabi government departments, two sources at the offices said, adding exact numbers are not available.
The capital of the United Arab Emirates, the emirate is home to most of its oil wealth.
The sources, speaking on condition of anonymity due to the sensitivity of the issue, said Abu Dhabi's Emiratization drive was being directed from the highest levels: The Executive Council, which is chaired by Crown Prince Sheikh Mohammed bin Zayed Al-Nahayan.
Sheikh Mohammed's brother and vice chair of the Executive Council, Sheikh Hazza bin Zayed Al-Nahayan — appointed in December in his first council role — is said to be overseeing the accelerated push.
A spokesman at the Executive Council General Secretariat was not immediately available for comment.
Workplaces affected so far include the Department of Transport, Abu Dhabi municipality, Abu Dhabi Culture and Heritage (ADCH) and at least two government owned hospitals, among others.
One expatriate employee at the ADCH said 118 staff had been asked to leave within one to three months, including himself.
“The reason they've given is Emiratization,” he said, referring to the incentives and quota program aimed at boosting national employment.
Abu Dhabi is in the midst of a strategic review across all government departments, to centralize fundraising and improve accountability in the public sector.
“There is clearly some anxiety about the risk of rebelliousness among the new generation of Emiratis,” said David Butter, MENA regional director at the Economist Intelligence Unit in London.
“Many ... have reason to question the decisions that have been taken to create a society and work environment so skewed in favor of expatriates.”
The UAE, shielded from anti-government protests that have rocked Arab states, is conscious of the potential for discontent especially among Emirati youth, more so since state jobs are no longer guaranteed.
One Abu Dhabi-based analyst said in some cases, expatriate contracts were not being renewed to cut bulging salary budgets.
The UAE, like much of the Gulf region, depends on foreign workers to fill jobs at all levels of the economy, hampered by a small local population and lack of qualified candidates.
Foreign workers hold key positions running national airlines, real estate, financial services and the media industry, as well as strategic roles within national government.
There are 35,000 unemployed Emiratis in the UAE, and only seven percent of nationals work in the private sector, according to the Ministry of Economy.
Government training schemes have readied more than 6,000 Emiratis for the public sector, Sheikh Mohammed said in June, who urged government and state firms to find roles for them.
There are already quotas for Emirati employees, but, increasingly, a renewed urgency to implement more direct measures after popular protests hit the broader region earlier this year.
“Regional events may have prompted the government to hasten the Emiratization of the job market in order to pre-empt any potential socio-economic unrest,” said Ghanem Nuseibeh, founder of London-based Cornerstone Global Associates.
“The government's challenge is to balance the needs of the local population in terms of adequate employment and employability, as well as ensuring the country does not lose its competitive advantage.”
Labor Minister Saqr Gobash said in May that up to 20,000 Emirati private sector jobs a year need to be created in the next decade to allow school-leavers to enter the labor market.
“That was always the objective, to have a lean, efficient government and allowing the private sector to flourish,” said an Abu Dhabi government official familiar with the matter.
“There are also better qualified nationals coming out of universities who can be catalysts for further evolution. It is not a new thing, just continued polishing of the apple.”
The private sector has so far largely escaped significant expat job cuts but the pressure is on. First Gulf Bank, a leading Abu Dhabi lender, is said to have laid off scores of expatriates in the last few months.
One senior First Gulf employee said she was replaced by an Emirati despite being told she was the right person for the job.
Abu Dhabi Islamic Bank said it would take on double the number of Emirati summer interns this year than last.
But years of attracting qualified expatriates to fill key roles in government and business will not be overturned anytime soon — nor is that the objective.
"The size of the UAE economy is such that the majority of the work force will be expatriate," Cornerstone's Nuseibeh said. "The key thing for the government is to ensure that Emirati unemployment rate remains low, and that it (Emirati employment) is substantially increased in the private sector, and not only in the public sector.

Saudi ministry draws up rules to phase out unskilled foreigners

JEDDAH: The Labor Ministry is working on new rules and regulations aimed at phasing out unskilled foreign workers from the Kingdom and replace them with Saudis, Al-Eqtisadiah newspaper quoted Labor Minister Adel Fakeih as saying on Saturday.The minister made the statements in a speech at the graduation ceremony of the eighth batch of the Saudi-Japanese Automobile High Institute (SJAHI) in Jeddah. Governor of the Technical and Vocational Training Corporation Dr. Ali Al-Ghafees read out the minister’s speech on his behalf.
“It is obvious that the unskilled foreign labor has invaded the country and are being detrimental to the economy of the country and the citizens,” the minister said.
The announcement came as the Saudi authorities are making serious efforts to nationalize the job market by strictly enforcing the Saudization regulations in the private sector.
Fakeih pointed out that it was the responsibility of the ministry to get rid of these unskilled laborers through codification of laws and regulations.
“Within its coming plans, the ministry will be working on laws and regulations that will expel unskilled foreigners and replace them with Saudis,” he said.
The 231 SJAHI graduates specialized in maintenance and repair of cars. So far, 1,631 students graduated from the institute. According to unofficial statistics, the Saudi market would need more than 150,000 specialists in car maintenance and repair.
Al-Ghafees, on the other hand, said the corporation planned to establish 40 high-tech training centers for girls to qualify Saudi females in various technological specializations. He said 20 of them were currently under construction at the cost of SR2.5 billion.

Consumer prices in Dubai rise 0.5% , housing prices fall

DUBAI - Consumer prices in Dubai rose by 0.5 per cent on a monthly basis in June, the fastest pace in 10 months, fuelled by the fastest food price rises in three years, data showed on Wednesday.
Living costs in the trade and business hub grew 0.8 per cent on an annual basis in June, the biggest rise in two months, after a 0.4 per cent rise in May, data from Dubai Statistics Centre showed.
Inflation in Dubai, which accounts for 28 per cent of the UAE economy and has one of the world’s highest per capita incomes of nearly $42,000, reached a record high of 10.8 per cent in the oil-boom year of 2008. “Food prices typically are quite volatile,” said Khatija Haque, senior economist at Emirates NBD in Dubai. “Overall, I am not concerned about inflation in the UAE because we see from the other components in the index that there is very little inflation elsewhere. Food costs, the second largest consumer expense with an 11 per cent weighting, shot up by 3.8 per cent month-on-month in June, the sharpest rise since June 2008, the data showed. The rise was mainly due to a 23.3 per cent jump in fish prices and a 7.2 per cent increase in prices of vegetables, the statistics office said. The UAE called on retailers to slash costs of basic commodities by up to 50 per cent during the holy month of Ramadan and plans to fix prices of around 400 foodstuffs and household products. It has also introduced bread and rice subsidies.
“Policy makers will be careful to ensure that the Ramadan inflation does not feed into the inflation basket as it did in the past,” said Shady Shaher, senior economist at Standard Chartered in Dubai. Food usually drives inflation up during Ramadan, which begins in August, as families enjoy more elaborate evening meals after the daylight fast. Housing prices, the biggest Dubai basket component, dipped 0.2 per cent in June, the fifth monthly fall in a row, as the market remains under pressure with thousands of new units coming up over the next few months.
The UAE, the world’s No.3 oil exporter, is yet to release inflation data for June. Analysts polled by Reutersin June expected UAE inflation to accelerate to 2.5 per cent this year from 0.9 per cent in 2010, which was the lowest annual level since the Gulf war started in 1990.
