JEDDAH – The Ministry of Labor will allow foreign workers who are under individual sponsors to transfer their sponsorship to companies and establishments in the private sector.
The Ministry will start procedures in this regard within the coming few days as part of the ongoing process of rectifying status of foreigners following a three-month reprieve given by Custodian of the Two Holy Mosques King Abdullah. This was stated by a ministry source.
The official urged all employers and foreigners to take advantage of the grace period given to correct the legal status. He reiterated that the fee for residency permit (iqama) and work permit should be paid by the employer and not by the foreign worker.
Those foreigners who are in red category can benefit from the grace period to transfer their sponsorship to any other employers, the source added.
The Kingdom has a massive black market for expatriate labor, in which foreign workers are nominally registered to one sponsor but actually work for another.
Most foreign workers come from India, Pakistan, the Philippines, Ethiopia and Yemen and other Arab countries.
Now the government has started to enforce a rule that expatriates can work only for their sponsor. The aim is to close a loophole allowing companies to get around strict new quotas that determine how many Saudis they employ.
