Department Head Data Services – Oman

We are a Singapore Headquartered Recruitment Consulting Company. Our client in the OMAN from the TELECOMMUNICATIONS industry is looking to hire a " Department Head Data Services " for a permanent assignment. The following are the skills required for the position.

Role Description
• Lead and manage a team of technical managers and engineers responsible for Mobile and Fixed packet core networks planning and operations including 2G/3G mobile packet core, WiMAX packet core, IP/MPLS packet core, IGW for data services, terrestrial access IP network, end user broadband CPEs testing.
• Full responsibility for packet core network architecture design
• Full responsibility for annual operations planning including efficient budget calculations and exercises/simulations preparations for packet core and packet access networks.
• Tenders preparation, vendors preselection/selection and short listing based on defined benchmark parameters, technical and commercial proposals evaluation, scope of work / contract annexes / ATPs preparation.
• High level designs preparations and close coordination with various counterparts for all packet core projects; low level designs and acceptance control.
• Supporting Engineering director in network overall design, budget preparation and justification based on commercially driven parameters and network growth trends.


Background Knowledge & Experience

Education Level
B.Sc.E.E. in Telecommunications or Computer Science

Professional Qualifications/ Mandatory Licences

In-depth knowledge and experience with:
- Ericsson SGSN and GGSN platforms
- Ericsson MPBN solution
- SGSN in pool and dual homing solution
- SGSN/GGSN performance management
- Routing and switching platforms performance management
- Huawei WASN, BRAS, AAA and PM platforms
- Huawei's WiMAX CSN performance management
- MPLS switching and its signaling protocols LDP, RSVP, traffic engineering
- IP routing protocols: BGP, IS-IS, OSPF
- QoS, traffic classification, queuing, policing, marking
- Multicast protocols, PIM, IGMP
- IP/MPLS based business services L2VPN, VPLS, L3VPN, Internet access
- IP/MPLS based residential services Voice, Video, Internet
- Ethernet transport over microwave
- IEEE Bridging standards 802.1p, 802.1q, 802.1h, 802.1ae
- IEEE Ethernet standards 802.3 series

Preferred certification:
- Ericsson SGSN, GGSN, MPBN certification
- Huawei's WASN, MSANs, BRAS, AAA, Policy Manager certification
- Cisco certified CCNA, CCNP, CCIE
- Juniper certified JNCIA, JNCIS
- Policy based routing and Deep Packet Inspection platforms certification
- Ericsson OSS, HP-OVO, Nokia-Siemens SPOC or similar certification
- Bluecoat filtering and caching platforms certification
- Load balancing platforms certification
- Ericsson MINI-LINK TN AMM 2p, 6p and 20p series
- Other vendor’s microwave backhaul networks certification
- WiMAX CPE IOT testing certification
- xDSL, GPON CPE IOT testing certification
- 3G CPE testing certification
- Project Management certification
Work Experience
- Minimum 3 years of experience in operation and maintenance of mobile and/or fixed packet core networks

- Minimum 3 years of experience in planning and optimization of mobile and fixed packet core networks or converged packet core networks

- Minimum 4 years of experience on senior management positions in mobile and fixed packet core networks planning
