    In another significant move to Saudize jobs and prevent cover-up businesses, the Labor Ministry has instructed the so called "owners" of small and medium sized enterprises (SMEs) to work for their firms full-time and register their names with the General Organization for Social Insurance.


    "Saudi owners working in their own firms should not have any other jobs," said Hattab Al-Anazi, spokesman of the Labor Ministry. He said the move was aimed at encouraging SMEs with not more than nine workers to employ Saudis.
    He said foreigners dominate the workforce in the Kingdom's SMEs. According to one report, there are at least 250,000 SMEs with not a single Saudi worker. "Most of these firms are run by foreigners who give their real Saudi owners a specific amount annually," Al-Anazi said.


    The ministry's ongoing campaign, he said, was aimed at driving out illegal workers and stop cover-up businesses that eat away at the national economy. "We want to reorganize work at SMEs to prevent cover-up businesses."
    He added: "We also want to create a culture of real business among Saudis by encouraging real owners of SMEs to work at their firms and supervise their operations, in place of foreign workers."
    According to one report, annual foreign transfers of expats who run SMEs amount to SR 140 billion.


    Meanwhile, the Labor and Interior Ministries have continued their joint campaign to track down illegal workers. "This time they are very serious and have got a clear mandate from higher authorities to flush out illegals," said one prominent expatriate in Riyadh.


    He said most shops in the Mursalat district of Riyadh, a well-known market for mobile phones and cable TV networks, have been closed down. "I have seen workers keeping away from their shops in Bathaa when they heard about raids in the popular expat market," he added.


    He believed that the move would have a negative impact on businesses as well as the national economy. "About 50 percent of foreigners are not working for their sponsors. If they do not come to work fearing raids, it will affect businesses and services."


    Most expatriates, who have been doing menial jobs at low salaries, do not want to renew their iqamas because of the SR 2,400 levy and other expenses. They are likely to leave the Kingdom shortly. "The market is not yet matured for total Saudization because Saudis depend on foreigners for many things," he added.


    An Indian business executive in Jeddah said the Saudi government is now resolute to reorganize the country's labor market and prevent illegal businesses. He said many businesses in the Kingdom had to depend on foreign workers, who are not under their sponsorship, because they were not getting enough visas. "The new labor drive will make thousands of poor foreign workers jobless and it will affect their families back home," he pointed out.

    At least 2 million expatriates may lose their jobs or leave the Kingdom shortly as about 250,000 small and medium enterprises will be listed in the Red category of the Labor Ministry's Nitaqat system on Wednesday.
    "About 250,000 trade, industrial and service firms have been given warning that their work permits would not be renewed because they have so far failed to employ at least one Saudi," Al-Yaum reported yesterday quoting a high-level Labor Ministry source.

    The deadline given to these SMEs to correct their situation ends Wednesday. The ministry had asked these firms to employ at least one Saudi to change their status and receive the ministry's various services.

    The source said the ministry would not renew work permits of employees in Red category firms and as a result their iqamas would not be renewed. According to a new law passed by the Cabinet, such iqama violators will be arrested and deported by the Interior Ministry.

    The source said the ministry would provide regional governorates a list of SMEs that have so far failed to employ Saudis to take punitive action.

    About a month ago, there were 340,000 firms without even a single Saudi working there. These firms have been given a deadline to correct their situation by March 27.

    Saudi Arabia has deported more than 200,000 foreigners staying illegally in the country in four months, Passport Department officials said. The deportees included people who were smuggled into the country and expatriates who did not regularize their stay or were not allowed to renew their resident permits.

    A majority of 250,000 firms in the Kingdom are involved in illegal cover-up businesses. The new law passed by the Cabinet targets such businesses and those involved in such activities would be punished.
    "What is happening in Saudi Arabia now is a cleaning operation," said Usman Irumpuzhi, an Indian journalist based in Jeddah. "This is a move against illegal workers and businesses, not against expatriates. The companies in the Premium and Green categories are still allowed to recruit foreign workers," he told Arab News.

    He said many Indians have already left the Kingdom on exit only visas because of the new regulations. "According to some sources, at least 100 Indians are leaving Jeddah every day on exit-only visas. This will definitely create a shortage in the number of workers and prices of goods and services will go up," he added.

    Labor authorities, supported by police, have stepped up a major campaign to drive out illegal workers as well as those involved in cover-up businesses in different parts of the Kingdom. The move has triggered shock waves among expatriates, especially those who are not working for their sponsors.


    Police have reportedly arrested a large number of expatriates for violating iqama and labor regulations during the past week, sources told Arab News.


    Many shops and firms have been closed down in Riyadh, Jeddah and Dammam as they either did not have enough workers under their sponsorship or fear punitive action.
    A ministry spokesman, however, described the raids as a routine measure.


    Labor Minister Adel Fakeih said on Tuesday the government would not tolerate any violation of the Kingdom's regulations and that tough action would be taken against violators.
    "The Cabinet has identified the duties of the Interior and Labor ministries to track down illegal workers and businesses," the minister said, adding that a royal decree has been issued to beef up labor inspections with police.
    "We'll intensify inspections in coordination with the Interior Ministry," Fakeih said.


    "The move is aimed at driving out illegal aliens and violators of iqama and labor laws," he added.


    The Labor Ministry has classified nearly 250,000 small and medium enterprises in the Red category of the Nitaqat system yesterday when the deadline given to them to employ at least one Saudi in their firms expired.


    The ministry will not renew work permits of employees in Red category firms and as a result their iqamas would not be renewed. According to a new law passed by the Cabinet, such iqama violators will be arrested and deported by the Interior Ministry.
    "We have not seen such coordinated inspections of illegal workers in the past," said one foreign journalist, who has been working in the Kingdom for the last 30 years.
    Police are also checking iqamas of expatriates after stopping them at streets, he said.


    "They are also looking for people who have come on private driver (saik khas) visas, because many of them are not working as drivers."


    Private drivers need not pay the SR 2,400 expat levy while the iqama fee for them is half the amount paid by other expatriates.
    There were sudden inspections in Bani Malik and Makarona districts of Jeddah.


    Some companies have instructed their workers, who are not under their sponsorship, not to report to work fearing punishment.


    The new drive will result in an exodus of at least 2 million illegal workers. As a result there will be an acute shortage of workers and the prices will go up. It will also affect project works, said a business executive in Dammam.
    "Many foreigners are working without their iqamas being renewed for more than a year because their firms were in the Red. Many workers of manpower supply firms are not under their sponsorship," he added..

    Saudi Arabia will not allow anybody to violate its labor and residency regulations and take toughest punitive measures against violators, Labor Minister Adel Fakeih said yesterday.


    "The Kingdom will not allow anybody to continue violating its regulations because it harms public interests. If the laws are not followed, the interior and labor ministries will take maximum measures by law against the violators," he told reporters.
    He said the Labor Ministry is also studying the obstacles facing Saudi graduates to get jobs and measures to solve it. The ministry will hold a dialogue with businesses during the next six weeks to discuss various issues, including fixing of a minimum salary for Saudis.


    He said his visits to the regions were aimed at explaining to regional governors the ministry's Saudization initiatives. "We want a joint move by academics, educational and training institutions, government departments and businesses to address the unemployment challenge," he added.

    The Ministry of Labor warned companies yesterday that it was taking a zero-tolerance approach toward those failing to transfer the sponsorship of their new employees.


    Private firms will be penalized if they break the law, said spokesman of the Ministry of Labor Hattab Al-Enezi. The Cabinet has instructed the Ministry of Labor to inspect facilities and investigate irregularities. Foreigners involved in such illegal practices would be arrested and deported. The new law also applies to runaway workers, employers of illegal workers, and Saudis involved in cover up businesses.


    Al-Enezi's comments come in the wake of a number of expatriates complaining that they face increasing problems having their sponsorship transferred.


    "Expatriate employees will also be punished if they work for other businesses. The labor office's inspectors are regularly checking on companies to ensure they hire expatriate employees with transferred sponsorship," he added.
    The papers needed for a sponsorship transfer include a letter from the new sponsor certified by the local chamber of commerce and industry, a copy of the original residence permit (iqama), and a copy of the passport. The expatriate employee also has to fill in a form at the labor office and pay SR 2,000.


    Expatriates say they are having increasing difficulty getting the process done. Some say their previous employees are also to blame for delaying the paperwork.


     Others cannot have their sponsorship transferred because their previous firms fall into the Red Zone of the Nitaqat system.


    Ahmad Hussain, who works as a secretary for a construction company in Jeddah, is under the sponsorship of another firm as a student. "I have a big problem. I am currently working for a private sector company, but my company cannot transfer my sponsorship because it is in the Red category."


    Many expatriates fear losing their jobs. They want to remain in Saudi Arabia. "I do not want to leave Saudi Arabia. I was born in Jeddah and have spent my whole my life in the Kingdom.

    However, I'm having difficulty transferring my sponsorship to my employer," said a Syrian resident who works for a private sector company.


    According to Ali Al-Shemaisi, a human resources manager for a major real estate company, many companies in the Kingdom do not want to transfer the sponsorship of their expatriate employees because they want to dismiss them and hire Saudis instead.


    "In the past, private sector companies could easily transfer the sponsorship of their foreign employees. However, the current situation is different, the private sector focuses on specific occupations when hiring foreign employees; and there are many companies that need to increase the percentage of Saudis to meet the requirements of the Nitaqat program," he added.

    The Communications and Information Technology Commission (CITC) is threatening blockage of programs and applications that provide conversation and visual communication because they use encrypted connections, an Arabic daily reported.
    According to two informed sources who work at local telecommunication companies, this issue has been at the top of the agenda of discussions during meetings between heads of telecom companies and the CITC over the past 20 days. The meetings have finally concluded with the CITC demanding that it be allowed to monitor the encrypted applications. In addition, officials from the CITC have cautioned that they might block these programs if they fail to reach an acceptable solution with the owners.


    In an initial reaction to the news, both Saudi and non-Saudi users have expressed anger and annoyance, as some of the applications that might be halted have become vital conduits of communication between family and friends.


    "I would be very disappointed if CITC disconnects this server; I use it every day to talk to my wife and children who live in India," said Indian schoolteacher Mohammed Akram. "Viber is the cheapest way to reach my children. It enables me to chat with them, share pictures and send voice messages. If they ban it, I would have to go back to talking to my children once a month without seeing them until I visit them," he added.


    Saudi students on scholarships who use the Skype video application to contact their parents are also disappointed.


    "I really don't understand what they mean by monitoring. Are they going to tap into the conversations I have with my mother and sister? Does that mean they are going to have to wear the veil when they open the camera for me?" pondered Khalid Tunsi, a finance student in the US. "If they cut off these applications, it will make my life really difficult because with this technology I am able to see my mother every day," he added.


    Tunsi's mother is also concerned with this news, saying this application has bought her comfort. "No one understands what I'm going through; my only son is living a million miles away and he only receives one ticket per year from the Saudi Cultural Attaché to come home for a visit," she said. "If they take these applications away from me, I will really be depressed."


    WhatsApp is an application that businessmen such as Hani Ayyash use to communicate with his employees and clients for free. "I have created a group for my colleagues and employees, especially when I'm traveling, as I need to be informed about any updates," he said. "Is CITC giving us lower rates after banning free applications that everyone uses? I believe they should provide us with a replacement because all we want is to obtain lower rates and free communication technology," he added.
