With five days to go before the end of the amnesty period, thousands of expatriates who have had their paperwork processed by their embassies are now anxiously waiting for their exit papers from the Saudi government.


Dakshina Moorthy, Indian consul labor welfare, who came from his mission in Colombo on a special assignment, told Arab News that the consulate had processed 25,000 applications for amnesty beneficiaries.


This includes a number of outpasses and 5,000 workers who had their biometric details recorded.


He, however, said that only 2,500 people had received final exits from immigration authorities, with 75 percent already gone home. But more than 20,000 people are still scrambling to leave the Kingdom before the July 3 deadline.


The diplomat said the deportation center authorities had allocated Tuesday for the mission.


"We can process a maximum of 1,200 cases on that day with the help of the authorities if they work until late at night."


He said there are only four counters to process applicants.


He said that every mission is expecting an extension to the amnesty because most are unable to complete the documentation for their workers.


An official from the Sri Lankan consulate in Jeddah said it was able to process 2,400 exit passes with the help of the authorities but 3,000 workers still want final exit visas.


Pakistan Ambassador Muhammed Naeem Khan said his mission had formally requested an extension of the amnesty.


"We are trying our level best to beat the deadline," he said.


Bangladesh Ambassador Mohammed Shahidul Islam said his country's foreign minister Dipu Moni personally visited the Kingdom to request an extension to the amnesty.


Under the amnesty, more than 200,000 Bangladesh expatriates obtained their documents.


This included new passports, renewal of passports, outpasses and 20,000 travel permits.

The Labor Ministry has proposed an extension of the amnesty deadline, evoking a sense of optimism among expatriates as well as local businesses that it will be extended to at least for three more months so that more workers could correct their status.

"The ministry has sent a cable to higher authorities advising them to extend the deadline for correcting the residency and labor status of foreign workers," Al-Watan reported yesterday.


The proposal, made on Wednesday, is in response to an overwhelming demand from businesses as well as expatriates.


The move also followed requests made by diplomats from India, Pakistan, Philippines, Bangladesh, Egypt and a host of other countries.


Ibrahim Badawood, managing director of ALJ Community Initiatives, welcomed the plan to extend the deadline, saying it would help both expats and businesses.


The flight of experienced workers will definitely affect many service firms across the country.


"We cannot get rid of the mess created by unlawful practices in the past several years within a short period of three months," Badawood told Arab News.


He called for an extension of three to six months.


According to one report, about half of an estimated eight million expatriates need their status corrected and the process will take a lot of time.


The ministry has acknowledged that only 1.58 million of them have so far benefited from the amnesty.


"The extension was expected because of the huge pressure," said Fahd Al-Hammadi, chairman of the National Committee for Contractors at the Council of Saudi Chambers.


"Everyone of us support the correction process but the three-month grace period was not enough," he said.


Al-Hammadi said an extension for another three months could help all foreigners to correct their status.


Abdul Ghani Al-Ansari of the Madinah Chamber of Commerce and Industry said about 700,000 businesses had been operating in violation of the Commerce Ministry's regulations.


Rafeek Younus, vice president of Saihati Group, emphasized the tremendous impact of the labor correction process, adding that it would streamline the labor market.


"Amnesty extension will benefit businesses as it will help them make use of the readily available experienced foreign work force.".

Hyderabad: The All India Majlis-e-Ittehadul Muslimeen today announced to contribute Rs 78.75 lakh towards relief funds for Uttarakhand flood victims.

AIMIM President and Hyderabad MP Asaduddin Owaisi said that the party has decided to contribute Rs 6 lakh to the Prime Minister's National Relief Fund (PMNRF) for those affected in the natural calamity that struck Uttarakhand, an official release said.

Apart from cash contribution, AIMIM has decided to distribute basic medicines worth Rs 20 lakh to the victims. Around 5,000 kits comprising essential commodities, clothing and bedding worth Rs 52.75 lakh would be distributed to people in affected areas.

The AIMIM is also sending a large team comprising party corporators and workers to distribute medicines as well as food kits consisting of essential commodities and clothing to affected people.

RIYADH: The Ministry of Labor will start implementing the third phase of the new Nitaqat system that aims to improve employment opportunities for Saudis on Nov. 26 (Muharram 1).

This phase involves taking punitive measures against those companies in the "red" category at the end of a six-month grace period extended to them, said Ahmad Al-Humaidan, undersecretary for workers' affairs at the ministry.


"Punitive measures against companies classified in the 'yellow' category will be effective from the first day of Rabi Al-Thani next year (Feb. 23) at the end of a nine-month grace period. The grace period was given to the companies to improve their status by hiring more Saudis before they face punitive measures," he said.


Al-Humaidan was speaking at a meeting of businessmen at the Chamber of Commerce and Industry in Riyadh on Monday.


The meeting was part of a series of meetings and tours involving top officials of the ministry to shed light on the major features of the Nitaqat system as well as to answer questions from businessmen with regard to its compliance, Al-Eqtisadiah business daily reported.


Al-Humaidan reiterated the ministry's keenness in implementing the system in an effective and just manner.


"The first phase of the system that we had started implementing on June 11 involves classification of the companies and giving them a three-month period for improving their Saudization status.

The second phase of implementation will begin on Sept. 10, when companies meeting their required Saudization quotas will start enjoying a number of special benefits," he said, while stressing that the Nitaqat system was only one of the initiatives taken by the ministry to intensify the Saudization drive.


Under the Nitaqat system, companies are to be labeled "green," "yellow" or "red" depending on the level of Saudis working for them. Companies in the "yellow" category will not be able to extend their foreign employees' work visas beyond six years while "red" companies will not be able to renew their foreign workers' visas at all.


"Green" companies will be entitled to a number of benefits, such as expedited services for foreign workers' visas and the ability to change the job categories of foreign workers into job categories reserved for Saudis, except for human resources managers, liaison officers, cashiers, receptionists or security guards.


He also hoped that the new drive would bring satisfactory results. Two short films featuring the challenges of the employment market and the Nitaqat system were shown on the sidelines of the meeting.

The spokesman for the Directorate General of Passports, Saudi Arabia confirmed that the deadline for correcting visa status for expatriates will not be extended, reported Akhbaar24.

However, those expatriates who started the correction process before the third of July will be given the chance to complete the formalities past the deadline.

This statement comes as a setback even as requests for extending the deadline are being applied by contractors. 

Thousands of foreign workers are still waiting to correct their status and these few remaining days will not be sufficient to process them all. The deadline is set for 3rd July, 2013.

"There are huge numbers of workers still waiting for their turn to correct the status and the remaining few days will not be enough to handle them," said Abdullah Ridwan, chairman of the contractors committee at Jeddah Chamber of Commerce and Industry.


He appealed to Custodian of the Two Holy Mosques King Abdullah to extend the deadline until Muharram 1 of the next Hijrah year.


Ridwan's call comes amid expectations among the Kingdom's diplomatic circles that the deadline might be extended. Faisal Al-Oqail, spokesman of Mawad Emar Holding Co, said the present amnesty period would be inadequate to correct the status of a large number of workers.


The Labor Ministry, meanwhile, piled pressure on foreign workers and warned that it would impose fines and jail sentences against illegals after the July 3 deadline. About 90 percent of work can be carried out through the ministry's electronic services, said a spokesperson.


About 200,000 Yemenis have been deported during the amnesty period. "More than 1,000 Yemenis leave the Kingdom daily by bus," said Taha Al-Humairy, chairman of the Supreme Coordination Council for Yemenis in the Kingdom.
